Windstorms represent a major challenge for European forest management, disrupting the economic and envi ronmental balance of the forest-wood sector. This thesis first reviews the direct impacts of windstorms on this sector and the forest carbon sink, then evaluates the effectiveness of two post-windstorm public policy strategies: crisis wood storage and transport subsidies. The challenge is to determine to what extent these public interventions can mitigate the negative consequences of windstorms and how they influence the various actors in the sector as well as the forest carbon sink. Windstorms represent a major challenge for European forest management, disrupting the economic and envi ronmental balance of the forest-wood sector. This thesis first reviews the direct impacts of windstorms on this sector and the forest carbon sink, then evaluates the effectiveness of two post-windstorm public policy strategies: crisis wood storage and transport subsidies. The challenge is to determine to what extent these public interventions can mitigate the negative consequences of windstorms and how they influence the various actors in the sector as well as the forest carbon sink. The study relies on the French Forest Sector Model (FFSM++) to develop prospective scenarios simulating these two policies at different intensity levels. The comparative analysis covers several variables - forestry, economic and carbon - at three scales: national, regional (comparing the region most affected by the windstorm to an unaffected region) and temporal. This thesis aims to identify the specific advantages and disadvantages of each policy with a view to developing an optimal post-storm emergency plan. It examines the respective limitations of these approaches and provides an in-depth comparative analysis. A social welfare indicator is also developed and evaluated, offering public decision-makers an additional decision-making tool.
