Cape Town, South Africa, is facing one of the worst drought it has ever experienced. In 2016 and 2017 annual rainfall was 165 and 122 mm, respectively, much below the average between 2008 and 2015, at 190 mm. The dams and reservoirs that supply water to the city’s four million inhabitants are almost depleted. In this technical essay I take a critical look at how this drought has been managed, both at the institutional and political levels. I show that despite numerous strategies and plans designed to respond adequately to climate change, local and national authorities have failed. I also discuss two management decisions taken by these authorities during the drought. I argue they fuelled social tensions among poor communities and farmers and highlighted the challenges of decentralisation. |
