Résumé : |
The National Office for Water and Sanitation in Burkina Faso was a company on the brink of collapse at the start of the 1990s. Deemed incapable of restoring its financial situation by interantional institutions without the drastic changes they intended to dictate, the company took control of its destiny with the full support of the gouvernment of Burkina Faso, defined its own strategic plan and convinced donors to support it. Considered today to be an exemplary utility among its counterparts around the world, cited as a benchmark by experts and international institutions alike, ONEA now serves as a model to train executives in major drinking water and sanitation services from around the world by the ParisTech - Suez Environnement "Water For All" Chair. Considered today to be an exemplary utility among its counterparts around the world, cited as a benchmark by experts and international institutions alike, ONEA now serves as a model to train executives in major drinking water and sanitation services from around the world by the ParisTech - Suez Environnement "Water For All" Chair. ONEA's tale as told by this book provides two lessons full of hope for every devoloping country. The first is that universal access to water and sanitation can become a reality in any poor country, even with rampant population growth and urban development and whose water resources are threatened by climate change. The second is that a public service can become effective whereever there is the political will, the strategic project and the inspired management to do so. This book is both a vivid account of that edifying human and managerial venture, and a rigorous analysis of the data and objective results to which it led. |
