As a basis for estimating future manpower requirements, education, training, extension, and research needs for the Seventh Plan period, it is recommended that the government of India carry out a state-by-state review of future strategy for both social and production forestry, taking into account experience gained from the Sixth Plan. Lack of manpower trained and educated in forestry is a serious constraint. In addition, it is recommended that the Council of Indian Forestry Research and Education be revitalized and given autonomous status. A more systematic approach to matching extension needs with forestry extension programs provided is needed.
