This is the result of two decades of common directives and of a slowly evolving common 'culture" in dealing with water and environmental problems. Market forces and a growing recognition of water industry also play a role in this slow movement towards a more coherent view of water problems and solutions. Traditional approaches to water resources planning and management are threatened by new environmental and social requisites. New policies are needed that may contradict long lasting principles and beliefs.
