The Government of Indonesia committed to execute a sustainable forest management in Indonesia. Such efforts is to enter the market of timber and timber products, i.e. the necessity to supply SFM-certified timber as demanded by the market. The effort also contributed to the conservation of forest resources and sustainable development.
The pre-project condition prior to the project implementation can be described as follows:
1 - The majority of fiels managers and their staffs in natural forest management were lacking knowledge toward the criteria and indicators of sustainable forest management. These circumstances relate to the drawbacks of uptaking data on management performance (and their constraints).

2 - There is only small number of certified forest management compared to the number of forest management units operating in Indonesia. This condition related to the lack of understanding in organizing the process of forest certification, to meet the growing market demand on certified timber traded.
